[HamWAN PSDR] Voting Process Proposal RE: VOTE: Board Director Elections

I think that the easiest approach here is to not make a bylaw/constitution
change at this time, but by convention, do a coordinated, annual
(re)election at an agreed time.  This still leaves us the flexibility to
add board members at any time if needed to maintain a viable board or add
individuals who will benefit the organization by being on the board.
