not really,   Som providers (such as Zayo) do publish some sort forms of
their Point of Presence along with some detials for thie fiber route maps,
but most everything needs to be gotten via a sales channel and will only be
specific to a location you are enquiring about.

trolling through the FCC's tower database may provide some insight into
wireless POP's
