[HamWAN PSDR] VOTE: Dump all cash except $50 into debt

Hi Rob,

I've worked with MicroHAMS behind the scenes here and they agreed to 
change terms on their donation so that we may receive it now. We've also 
received a substantial donation from one new individual donor.  Between 
our cash, MicroHAMS coming through, and the large donation, we should be 
able to cover all our debt and leave $100 cash remaining.  Phew!  The 
immediate problem should be solved now, but still, long-term funding has 
to improve.

Oh, and point of order, the vote is approved, the decision to transfer 
cash into debt is passed.
