[HamWAN PSDR] VOTE: $2k budget for Haystack site hardware

My official vote is also in the affirmative (YAY).  That gives us enough
board votes to pass.

This will be a great addition to the network!

I will also match Dan's $101 donation and any other donations we receive in
the next week up to the amount that would allow us to pay the HamWAN credit
card off right away.
