A network of broadcast (QST) stations on different band could disseminate over local, state, and regional areas with critical information such as callouts, weather, road conditions, and calls for assistance.  The receiving stations do not have to be able to transmit and can be very simple.  A receiver acoustically coupled to a computer or other device to decode the audio.  The idea is not new, references: NAVTEX and AMTEX.

We have an incredible statewide (and beyond) infrastructure in place
just ready to be used.

PS.  After spending 5 days without power and heat back in 2006 I
realized that APRS was the ultimate personal communications system.
A small solar panel, 12v battery, low power PC or new Raspberry PI,
and I now have a station that will run indefinitely allowing me to
exchange messages, view and post situation status messages and local
weather at a glance.

PS2.   Does the State EOC have a link into the Puget Sound Data Ring
HamWAN system?  That provides redundant high speed links to the
Internet as well as ties to other local facilities.   Cost is only $80
to $200 not counting a pipe on the roof and Ethernet connection.
