[HamWAN PSDR] VOTE: Breakfix Modem and Router Replacements

One thing Nigel didn't mention: We got an offer from Bart to buy the QRT-5
from the Westin that is being retired in favor of the QRT-5ac. This recoups
a significant amount of the cost of one of the two new ones.
