[HamWAN PSDR] Report from.. Redmond

Hi Bill,

It's a good thought, but the Education Hill water tank, as odd as this
sounds, actually sits in a bit of a "bowl" and has pretty crummy visibility
of a good many of the the fire stations. The other water tank near FS 16 is
probably even worse than the Ed. Hill tank in terms of HamWAN, so there
isn't much to be gained their either.  :-(  (Not to mention that getting
access is more difficult than with the fire stations.)
