[HamWAN PSDR] VOTE: Standing purchase order to keep whole cell site in stock at all times

The board met for a vote on this issue tonight.  The proposal passed.  
And thus we enter a new era of rapid response.

As a few folks have mentioned, some fundraising would appear to be in 
order if we are to meet all our expansion goals for 2018.
