[HamWAN PSDR] Board Vote: New Dish for BawFaw - Nicolai

Tom installed a new 30db dish at Baw Faw to improve the link to Larch and
provide a link to Nicolai.  This helps support our effort to get the
shoreline counties online.

I propose that this is a HamWAN supported installation and that the use of
that dish from our stock needs to be replaced by HamWAN.  I call for a vote
from the board on that matter.
