[HamWAN PSDR] Grant Received to Deploy Oregon HamWAN from Vancouver Washington to Salem Oregon

The EWTiger cam has been online for well over a month. But this last
weekend the entire link to the building was knocked offline when a
 move to the link radio was completed. I don't have an ETA, but would like
it fixed as well. The problem still needs to be diagnosed.
