[HamWAN PSDR] [HamWAN Board] [Vote] Surge protection for Beacon ($225)

Adding psdr at hamwan.org as required for votes on funding - this had
originally only be sent to board at .
So far there 3 positive votes (Doug, Nigel, and RobS).
