[HamWAN PSDR] Router

We have an issue with being able to protect our ILO ports and manage the
server at Threshold because our router is running on the server.  We
discussed possible solutions on IRC and the following purchase request
would allow us to likely remedy this situation.

The Mikrotik CCR2004-1G-2XS-PCIe is a router implemented on a PCIe board.
It would let us tease the functionality apart (partially) and let us manage
and protect the server better.  We will use the following components to do
this, as we are not allowed to add more kit to the rack.

These are currently out of stock at Streakwave and Baltic, so I will need
to look around for alternative suppliers.  Total price is likely to be
around $300 with shipping and tax.  We are seeking board approval.
