[HamWAN PSDR] Decommissioning of 44.24.240.0/20

We have been working to migrate all HamWAN usage off of 44.24..240.0/20, so
that we can return this to ARDC for re-assignment (as discussed an earlier
email) and this HamWAN webpage

Today we took the next step which is to cease advertising this subnet to
the Internet. We will still support a few of these addresses on HamWAN for
DNS lookups and NTP (anycast services) but otherwise there is no other use
of those addresses on HamWAN. The reason for continuing to support these
anycast addresses (listed below), is that they are still present in some
end user devices which are statically configured. Devices that get these
service addresses from HamWAN via DHCP are already using the new addresses
If you have devices using the old anycast addresses below, please update
them.
