[secops] Administrative support

Team,

To support to this activity by offloading the administrative burden from
the design and implementation team, I've offered to help keep it moving
along and provide a level of Project Management oversight to the endeavors.

A couple of weeks back Bart sent out an Initial problem statement
<https://mail01.fmt.hamwan.net/pipermail/secops/2023-February/000000.html> to
solicit input on avenues to consider to address the problem space.

In an effort to have meaningful forward momentum on this undertaking, I'd
like to request that the team review the problem statement, give it some
consideration, and provide feedback with ideas before Thursday, February
23'rd.  After this time we can, as a team review and plan the next steps.
