[HamWAN PSDR] VOTE: Baldi LAN expansion and Rattlesnake link

Woops, forgot to add 2.4GHz access points to the spend request, 1 for 
each building.  They came out to $117.51 total, bringing the new grand 
total to $1,311.77.
