[HamWAN PSDR] Bawfaw hamwan & DMR question

According to http://www.pnwdigital.net/repeaters.php, BawFaw is known to 
be off network.  I just tried it on parrot and TG 3181 and neither shows 
up in CallWatch.  What I don't know is why.
