[HamWAN PSDR] Silkie Building at ETiger

Good news.
The devices connected to HamWAN in the Silkie Building at ETiger are working again.
The UPS had failed, taking out everything that talks to HamWAN.

Thanks to Keith KE7GFY for trudging the last mile through the snow, beyond the point where driving became impossible.
